
Javier joined Simon Law Group in March 2025 and is an associate workers' compensation defense attorney. His responsibilities include investigating claims, conducting medical and legal research, preparing for depositions and hearings. He brings a strong background in litigation and government service to his new role in workers' compensation defense.
Before joining the firm, Javier gained over fifteen years of legal experience across multiple areas of law. He served as an Associate Immigration Attorney, representing clients in asylum matters before U.S. Immigration Courts and USCIS. He also worked as Associate Counsel for the Board of Veterans Appeals, where he analyzed medical records, applied federal law, and drafted decisions in veterans' benefits cases. Earlier, he served as a Tort Claims Examiner for the U.S. Postal Service Law Department, managing and negotiating settlement of claims under the Federal Tort Claims Act, as well as supporting litigation efforts nationwide.
Javier has also worked as a Juvenile Court Attorney prosecuting juvenile delinquency and child welfare cases in St. Louis County Family Court and served as an Attorney Advisor for the Puerto Rico Judicial Academy, where he advised judges and developed continuing legal education programs. He began his legal career representing clients in civil, criminal, and administrative proceedings in Puerto Rico.
Javier earned his Juris Doctor from the Pontifical Catholic University of Puerto Rico and a Master of Laws (LL.M.) in Dispute Resolution from the University of Missouri-Columbia, as well as a graduate certificate in Organizational Change and Conflict Management.
He is admitted to practice law in Missouri, Washington D.C., and Puerto Rico, as well as before the U.S. District Court for the District of Puerto Rico, the Court of Appeals for Veterans Claims and the United States Supreme Court.
Javier was born and raised in Puerto Rico and is bilingual, fluent in Spanish and English. He loves spending time with family and friends and enjoys traveling across the United States, cooking and camping. He is active in his community volunteering in various youth and civic organizations. He serves as leader in AWANA clubs, Unit Commissioner in Scouting America, and as Legal Officer for the Missouri Wing of the Civil Air Patrol - United States Air Force Auxiliary. He is also a proud member of the American Legion and a fourth-generation United States Army Veteran.
